Construction Regulations: I will cover the clauses and sub clauses that are pertinent to Electric Shock and Arc Flash.

 Occupational Health and Safety Act and Regulations

  • Section 183: Every resonable precaution shall be taken to prevent hazards to workers from energized electrical equipment, installations and conductors.
  • Section 188. (1) (Construction Reg. 213/91): The power to electrical installations, equipment or conductors shall be disconnected, locked out of service and tagged  before any work is done, and while it is being done, on or near live exposed parts of the installations, equipment or conductors.
  • Section 42. (1) (Industrial Reg. 851): The power supply to electrical installations, equipment or conductors shall be disconnected, locked out of service and tagged  before any work is done,and while it is being done,on or near live exposed parts of the installations, equipment or conductors.
  • Section 190.(2): An employer shall, (a) establish and implement written measures and procedures for complying with this section to ensure that workers are adequately protected from electrical shock and burn; and (b) make a copy of the written measures and procedures availiable to every worker on the project.
  • Section 190. (3): The worker shall follow the written measures and procedures. This applies to Lock-out Tag-out and working on energized equipment.(Do you know your procedures? have you trained your employees and visitors to your facility?)
  • Section 191. (7) (Construction Reg.): A worker shall use mats, shields or other protective devices or equipment,including personal protective equipment, adequate to protect the worker from electrical shock and burns.
  •  Section 42.1 (2) (Industrial Reg.): The worker shall use rubber gloves, mats, shields and other protective equipment and procedures adequate to ensure protection from electrical shock and burns while performing the work.
  • Section 193. (1): A worker who may be exposed to the hazard of electrical shock and burn while performing work shall use rubber gloves, (a) that are adequate to protect him or her against electrical shock and burn; (b) that have been tested and certified in accordance with subsection (2), if applicable; and (c) that have been air tested and visually inspected for damage and adequacy immediately before each use.
  • Section 193. (3) Rubber gloves shall be worn with adequate leather protectors and shall not be worn inside out.

                                            (4) Leather protectors shall be visually inspected for damage and adequacy immediately before each use.

                                            (5) Rubber gloves or leather protectors that are damaged or are not adequate to protect workers from electrical shock or burns shall not be used.

                                             (6) Workers shall be trained in the proper use, care and storage of rubber gloves and leather protectors

  •  Section 42.1 (4): Requires that PPE must be worn for testing, even to verify that the circuit is de-energized, jewelry to be removed.
  • Section 182. (1) (Construction Reg. 213/91): No worker shall connect, maintain or modify electrical equipment or installations unless, (a) the worker is an electrician certified under the Trades Qualification and Apprenticeship Act; or (b) the worker is otherwise permitted to connect, maintain or modify electrical equipment or installations under the Trades Qualification and Apprenticeship Act, 1998 or the Technical Standards and Safety Act, 2000. O.Reg. 627/05, s. 4.

 Ontario Electrical Safety Code

  • Rule 2-304 Disconnection: (a) No repairs or alterations shall be carried out on any live equipment except where complete disconnection of the equipment is not practicable. ( not practicable is not the same as inconvenient!)(c) Adequate precautions, such as locks on all circuit breakers or switches, warning notices, sentries, or other equally effective means, shall be taken to prevent electrical equipment from being electrically charged when work is being done thereon.
